Monitor and evaluate
This step focuses on tracking progress and evaluating the effectiveness of actions taken based on the ecosystem assessment (cf. "Implement"). Evaluation considers whether intended objectives have been met, and how well the implemented measures have addressed the identified impacts and dependencies, as well as risks and opportunities. Monitoring and evaluation also support adaptive management: Insights from observed outcomes can inform adjustments to strategies, policies, or practices. Based on the findings, it may be necessary to revisit earlier substeps or even re-initiate parts of the framework—for example, refining objectives, updating data, or reconsidering stakeholder engagement—to better align with evolving contexts or new information. This step ensures accountability, fosters learning, and helps maintain the relevance and effectiveness of ecosystem-related assessments as well as decision-making in the face of change.

Justice
Link to Justice
Justice is critical because monitoring tracks not just ecological outcomes but whether equity goals are achieved. Without justice-sensitive monitoring, inequities may persist or worsen unnoticed.
Dimensions addressed
Recognitional: integrate community-defined indicators of success (e.g. food security, cultural wellbeing).
Participatory: design feedback loops where diverse groups can assess progress and influence adjustments.
Distributive: track who benefits, who loses, and whether burdens/benefits are equitably shared.
Contextual: account for shifting socio-political, cultural, and environmental dynamics when evaluating outcomes.
Why this matters
Provides accountability on justice, not just ecology.
Enables adaptive management that can correct inequities over time.
Ensures interventions remain relevant, legitimate, and trusted.
